Earth and water benders need to be with their respective element to bend. On the other hand, air and fire benders can bend almost anywhere. In addition to killing the avatar, I think that the fire benders attacked the air nomads first was because that they are their most powerful opponents. I would say there is a tie between fire and air.  |

I will have to agree with avatar4ever. About that the benders of fire and Air don't have to have there element while water and and earth benders have to have there element with them. So I will have to say fire and air but fire more because it is the most destructive element.
